In the accompanying graphics, the top panel shows that the mean low temperature for the past week has been below 60 degrees for large portions of the Soybean Belt. In the bottom picture are the average departure from the normal low temperature for the past week. In short, temperatures have NOT been ideal for the soybean crop to catch up across Iowa, Illinois, Indiana, and Ohio this past week (Michigan is further along, but cool nights slow filling beans here as well). On April 17, 2006, FEMA issued a new countywide Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) report for Berrien County, Michigan (All Jurisdictions). On January 30, 2007, FEMA issued a Letter of Map Revision (LOMR) showing revised flood hazard areas and revised elevations of the flood having a 1-percent chance of being equaled or exceeded in a given year (base flood) for the Cities of Benton Harbor and St. Joseph, along the Paw Paw and St. Joseph Rivers. The LOMR revised flood hazard areas in the Cities of Benton Harbor and St. Joseph along the Paw Paw River from its confluence with the St. Joseph River to approximately 6,000 feet upstream, and along the St. Joseph River from Lake Michigan to approximately 4,000 feet upstream of Wayne Street. In addition, the Base Flood Elevations for both flooding sources were revised to match profiles in the effective FIS.
